Sorry about the late response. I was unexpectedly out of touch for a few days. I spoke to Captain Thán about it - he doesn't think it's a bad idea, but there's a higher demand for jobs more essential to keeping the ship running, and as far as I know, we don't have anyone with the necessary expertise in...xenoveterinarianism. Sorry, Eggsy. It'll happen, just not right away.

Subject: Miscellaneous Suggestions
Hello Miles Vorkosigan,
My name is Ultra Magnus. I was brought through the Ingress a few weeks ago and have been assigned the role of Moira Repair Officer. Since I arrived aboard the ship, I have observed many issues that could use improvement. I am aware that my use of the term 'miscellaneous' in the subject of this message may implicate some triviality to what I wish to discuss, but do not misunderstand. My concerns range in severity, the most pressing relating to the wellbeing of the crew.
For your convenience, below is an itemized list of areas where I believe an improvement can be made, in descending order of importance.
1. Screening dangerous individuals. Upon arrival, I confronted the captains with concerns about allowing an extremely dangerous criminal free reign of the ship, and shortly after a similar missive was presented to the crew via the public network by Training and Defence Officer Jasper. The captains explained that they would take the information into account but had no intention of imprisoning the crewmember in question or enforcing any sentences that may have been passed on the crewmember's homeworld. I understand their perspective on the matter, it is certainly counter-productive to their needs to imprison potential workers. However, I believe it would be in the crew's best interest to have a method in place to flag potentially hostile individuals as they arrive. Implementing an ethical exam as part of the processing for incoming crewmembers would be one method. Even if the knowledge was not made public, the captains would be able to evaluate the results and execute any precautions they may deem necessary.
2. Establishing a Code of Conduct. I have spoken with the captains and they assured me that there had been no issues between crewmembers that necessitated the implementation of any official guidelines for crew behavior. However, it has come to my attention that a recent altercation arose between multiple crewmembers, instigated by the Transportation Technician Rinzler but involving no less than two other members of the crew. While the creation of a Code of Conduct or Employee Handbook would not guarantee that such behavior would cease, it would ensure that all crewmembers were operating on the same page, so to speak. It would not be possible for them to claim ignorance or justify their behavior by the standards they may have previously followed.
3. Confiscating excessively dangerous weaponry. After the Director of First Impression misplaced a highly toxic biological weapon on one of the residential decks, it became clear that any such weapons in the hands of the crew was a liability. As more items appear through the Ingress from any number of worlds, there is no telling how many other fatal devices or weapons of mass destruction may come through the portal. The crewmembers involved in distributing items to the crew should not be allowing these weapons to circulate freely about the ship. It is my recommendation that any weapons that would guarantee the death of a crewmember should be confiscated and held in a restricted armory, only to be released as a last resort if all other options are proven ineffective. Otherwise, the risk of future accidents increases exponentially.
4. Creating a registry of dangerous weapons and materials in crew possession. Related to my previous point, given the frequency that the crew has found itself in hostile situations it is unreasonable to expect everyone to remain unarmed at all times. Despite this, it would be irresponsible not to maintain an accurate log of who is in possession of what weaponry, and the weapon’s capacity to cause harm. Maintaining an accurate inventory of what devices and weapons are accessible on the ship would be useful in supervising the use of the items, and also places responsibility directly on the owner should any items be misused in any way.
5. Assigning emergency crew to high priority positions. Considering how often crew members are injured or otherwise incapacitated, it would be beneficial to assign certain crew members as back up to positions which directly impact the efficiency and functionality of the ship. I understand there was a point where almost the entire navigation team was unable to perform their work. By establishing defined emergency roles, crew members would be able to step up to replace their peers if something were to happen so the ship will not be impacted. Even without any formal system in place, cross training positions would be extremely beneficial with a crew of this size and is something to take into consideration.
6. Researching planets and local issues prior to landing. As I am certain you are aware, local issues on Emiri has had a direct negative impact on the crew and the ability of the ship to continue on to it's destination. This may have been unavoidable given the secrecy of the local government, but in the future I suggest someone should be designated to research future landing points and distribute the information amongst the crew. Perhaps one of the newly appointed journalists. It would certainly be more useful than their current job assignment of recording information amongst the crew.
7. New naming scheme for residential decks, particularly Mero/Moro. The similarity in names between the Moro Deck and Mero Deck creates unnecessary confusion amongst the crew, especially new arrivals who are unfamiliar with the layout of the ship. Assigning one or both decks a new designation with greater variation would alleviate this problem.

— We're going to need a classroom soon for the teaching program. One should probably do it, there just isn't that much demand for more, but it's going to take some outfitting with like. Chairs and ventilation. Especially if we end up burning things, which I kind of promised.
Are there any unused ship spaces you're aware of? Or, like. A spaces-wrangler that I should talk to about that? I haven't gotten supply lists in yet, but we'll need to look into that too. I don't know how limited the situation aboard is.
